Orlando Castillo is a human rights attorney with experience managing cases nationally in Paraguay and internationally. Together with the Center for Justice and International Law and Servicio Paz y Justicia Paraguay, he has brought cases before the inter-American human rights system, resulting in an historic judgment against the Paraguayan government for serious human rights violations against child soldiers. This was the first judgment against Paraguay for violations in a military institution and, as a result, forced child recruitment in Paraguay is now outlawed. Orlando has collaborated in editing a shadow report of civil society organizations on civil and political rights for the Covenant on Civil and Political Rights, and collaborated in the Report on the Expansion of the Covenant on Economic, Social and Cultural Rights on forced recruitment. For seven years, Orlando was editor of the chapters on “The Right to Peace and Disarmament” and “Freedom of Ideology and Conscience” for the Paraguay Human Rights Report, edited by the Human Rights Coordinator of Paraguay (CODEHUPY). Orlando has experience in techniques of social research and fieldwork, and has published studies, articles and editorials in both nationally and internationally. He has experience in popular education, where he has developed and carried out various methodologies for workshops on human rights and collective organization.
