James Howell serves as Director of Development for Mental Disability Rights International. In this role, he directs and implements the fundraising and development efforts to support MDRI's global work in representing the rights of persons with mental disabilities.

Prior to joining MDRI, James worked with Appleseed, a national public interest law network. His work included serving as director of a $4 million dollar pro bono policy response project aimed at assisting evacuees and survivors following Hurricane Katrina. Through his coordination of over 100 attorneys in seven top law firms, the project produced A Continuing Storm: The On-Going Struggles of Hurricane Katrina Evacuees, a national report recommending reform in the wake of national disasters. The findings from this project were highlighted by CNN, Newsweek, Time, National Public Radio, New York Times, Reuters, and Associated Press. Key congressional leaders also used the findings in policy amendments. In addition, Mr. Howell served as manager of foundation relations for Appleseed's national healthcare, education, and immigration collaborative projects.

Prior to his work with Appleseed, Mr. Howell served as Program Director for the Mental Health Association of Mississippi, overseeing the organization's homeless outreach case management program, psychosocial rehabilitation day center, and the support group services program, as well as the daily operations of two offices. Mr. Howell has served on the boards of the Alzheimer’s Foundation of the South (President, MS Division), Human Rights Advocacy Committee for the Mississippi Department of Mental Health Specialized Treatment Facilities, and the Mississippi Open Doors Continuum of Care.  He is a 2001 graduate of William Carey College.
